The Hollywood Chamber of Commerce encourages
our membership as well as the greater Hollywood community to contact
Governor Schwarzenegger and urge him to sign AB 31 into law. AB 31,
the Statewide Park Development and Community Revitalization Act of 2007,
introduced by Assemblymember Kevin De León
(D-CA 45th) was recently passed by the State legislature and will soon
be sent to the Governor for his signature.
AB 31 allows Hollywood an opportunity to
seek funding for the creation of new parks in the community including
the proposed Hollywood Freeway Central Park, a 42-acre ‘cap’ park on
Hollywood 101 Freeway between Hollywood Blvd. and Santa Monica Blvd. If
signed by the Governor, the bill will target $400 million in park funds
to underserved communities suffering from significant park poverty.
Hollywood itself has one of the lowest park-per-resident ratios in Los
Angeles. This much-needed legislation seeks to allocate Proposition 84
park funds through a competitive grants program, administered by the
California Department of Parks and Recreation (DPR), prioritizing
underserved, park-poor communities throughout California. Like
Hollywood, these communities, largely communities of color, suffer from
higher rates of crime, unemployment, poverty, school drop-outs, and
health ailments, including obesity and asthma.

The Statewide Park Development and Community Revitalization Act of 2008,
authored by Assistant Assembly Majority Leader Kevin de León. This
measure will provide for the fair and equitable distribution of
Proposition 84 local parks funding to the most park needy communities
statewide.
As you are aware, Chapter 9 of Proposition 84
allocates $400 million for local park assistance for “underserved”
communities. AB 31 would establish a competitive grants program, to be
administered by the California Department of Parks and Recreation (DPR),
targeting Proposition 84 park funds to underserved communities statewide
suffering from significant park and economic poverty. These communities
are largely communities of color, suffering from higher rates of crime,
unemployment, poverty, school drop-outs, and health ailments, including
obesity and asthma.
In short, AB 31 seeks to address the chronic
shortage of recreational access and open space that plagues California’s
park-poor communities. From Lodi to Los Angeles, from San Francisco to
the Sierras, both rural and urban communities throughout California
require immediate support for creating and sustaining local open space
and recreation outlets. We applaud Assembly Member de León’s
demonstrated leadership on this important issue.
We strongly support this measure and respectfully
request your approval of AB 31 by signing the bill into law. Thank you

green California and improve the quality of Californian life for this
